AppMagic, a market research company, reports that Russians downloaded VPNs over 12 million times in the first three weeks of July.

He said the state needs to be smarter and more subtle to achieve its goals, and his government has hesitated to ban VPNs outright to avoid alienating the numerous Russians who use VPNs to access Western social media and other websites access entertainment.
A 2017 law made it illegal for VPNs to access blocked websites. However, it imposed an obligation on VPN service providers that they have largely left out. The government has blocked more than 20 VPNs.
Now, activists say, a soft power initiative has been launched to deter Russians from VPNs and drive them back to state-controlled information resources.
“If, like me, you downloaded a VPN despite all the hype, then I congratulated you on becoming a victim,” Batya-Goda wrote on July 6 in an online post that has been deleted. “I was happy for about 20 minutes and used all my favorite apps. Then everything went downhill. Other apps stopped working, my battery died and internet access slowed down. A friend of mine in IT said VPNs — especially the ones that sell free user data.”
Batya-Goda called VPNs the “problem of 2022”.
Numerous similar posts condemning VPNs have flooded the popular social network VKontakte and other networks, including posts from local government officials.
Numerous pro-Kremlin media outlets have quoted Nikita Danyuk, an academic who is also a member of the government’s advisory public chamber. She warned of the dangers of data theft, calling VPNs “the gray cardinals” of the criminal world.
“Russians should be aware that VPNs’ information store does not remain in Russia and could fall into various hands, including fraudulent call centers or spy agencies and other similar organizations,” Danyuk was quoted as saying.
Artyom Geller was a technical adviser to the Federation Council and the chief designer of the Kremlin.ru website. He said the United States funded free VPN services to gain “access to data from other countries” and exert “ideological influence” on netizens.
Geller was believed to refer the Open Technology Fund (OTF), a US non-profit organization recognized by the US Agency for Global Media. The agency monitors RFE/RL as well as other US international broadcasters. According to its website, OTF supports extended Internet access.
According to a June Reuters report, OTF has provided millions of dollars to three VPN companies since invading Ukraine on Feb. 24.
